Possible fix
I got a batch 2 Sulun tac-12 a month ago. I think the rod at the back of the bolt might not be indexed into the return spring cup. To access this you can drive out the captivated pin (not all the way because it has a retainer). When you look in you will see the return rod from the back of the bolt. It should be resting in a cup that is on the front end of the return spring that is inside the tube in your stock. If it came out (this can happen during a strip down or even if the barrel has been removed.
I'm not gong to lie, getting the cocking handle out was way too hard. you might not have to worry about it though. If you want to try fixing this I got something simple to try before you spend money on a wizzard.
Step 1, un screw the magazine cap until it is barely holding on. This will allow a little movement with the bolt so you can move the return rod (affectionately called a rat tail).
Step 2. Push the pin on the receiver just above the forward end of the trigger guard. Push on the small end on the right side of the receiver. The pin will stop before coming out completely because it is "captive".

Step 3. Push the bolt stop button on the right side of the receiver simultaneously Pull the trigger guard down and slightly to the front. If it doesn't come out check to make sure the pin is out far enough and try again.
Step 4.poke at the return rod rand get it situated in that cup at the back end of the inside of the receiver.

Step 5. When the return rod is where it needs to be tighten the magazine cap. This will move the barrel and bolt back enough to preload the spring. Doing this will ensure when you replace the trigger group it will stay in place.
you should see this.

Step 6. replace trigger group by inserting the rear tab into the pocket, push the bolt release button and push upwards until the trigger group is in place (might have to wiggle it a bit as you go).
Try to rack it now, it should work. Check magazine cap to make sure it is tight. DONE.
