They're all over the country. So seeing just "Canada" for your location makes it pretty tough to suggest a local supplier.
The ones made during the height of the wartime production from Izhevsk can be fairly rough looking with lots of coarse tool marks over all the outer areas. But they cycle, load and shoot just fine. My first Mosin that gave me the bug is a '43 Izhevsk that strongly displays this rougher looking external finish.
I just got a '39 Tula made Mosin from Westrifle which looks like new other than some butt plate wear on the blueing. I suspect it was used for guard duty and didn't actually see much, if any, actual action.
