If it was me I would use the Stevens as a donor action and get a custom barrel, Gaillard, Krieger, Smith, or whatever turns your crank. Another option is to find a used 700 for cheap and do the same. The end result will exceed what can be expected from a factory rifle if the assembly is done by a talented smith.
With respect to Tikka, an old model .22-250 I had shot like a house on fire and had a good trigger. My .308 Continental was accurate enough, but the trigger could be adjusted for weight only and I could do nothing about the creep or over-travel. The T-3 I examined I discounted out of hand for aesthetic reasons , but each to their own.
