Looking for a S+W 28 Hiway Patrolman?

It looks like it would make a good club if you ran out of bullets. What differentiates it from the 27 as far as quality goes?

I take it you mean the 28-2 and earlier models, the difference starts with the droping of the pinned barrel and the recessed chambers, and the start of some bad polishing practices and out of spec. counterbores on some firearms.

Doesn't the model 28 shown in your picture above (In posting # 3) have the target hammer and trigger?
The trigger and hammer in the Model 28 are both narrower than the classic "Target" hammer and trigger that the Model 27 (and some of the other target shooting-oriented models). The pictures below show the difference--the Model 28-2 is on the left, and the Model 25-2 with the Target hammer and trigger is on the right:
