Your best bet is probably Pilad P3.5x20 (and there's a C version without the adjustable eye piece). It can be had on ebay for around $150. It's basically a modern interpretation of the PU scope in 1" tube made in Russia. I heard the quality is decent for the price (hard to mess up 3.5x fixed scope anyway).

Red Star Mountain also makes a ZF39 reprod scope that has German #1 reticle. However it's quite expensive, uses 26.5mm tube, no windage adjustment (built into the mount), and not water proof. But might go well with your jw25a which is a Mauser style rifle. I have it, optical quality is a bit better than my $50 aim sport 4x scope from Canadian Tire but in the same league.

Most serious scope producers like Leupold make scope in German #4, which is the evolution of #1 reticle. However I like the #1 quite a bit too due to it's pointy tip.
 
I have mounted a little Aug Steyr look alike rifle for one of my grandkids with a Keystone 22 WMR and a Pilad P3.5x20, here is the result, easy MOA @ 80 yards, this russian scope is of good quality.
