Looking for input on first hunting/long-range target rifle.

>four shots in a 4 inch circle at 400 yards

I'd be overjoyed to get 4 in a row onto a sheet of A4 at half that range under field conditions.

O.P.'s new at this, and I'm trying to keep his expectations realistic.
1MOA is not unrealistic for an experienced shooter and there are a number of rifles chambered in cartridges that would be suitable for both target shooting and hunting .
However for a new shooter, 400 yards is a big of a stretch for many beginners.
Danged near any cartridge from the 243 to to 3006 will do the job easily with a big of practice.
My advice is always to try and shoot as many rifles as the person can before choosing one to buy.
And forget Yutube ,etc., talk to friends at the range and get it done for real !
