Looking for opinions on a break barrel .22 air rifle from owners of PAL type airguns

If pellet has a larger head, it can cause more resistance so harder to pass down the barrel or thinner. That lets more air pass by.

I have a feeling that they are less tight than the gamo's

They may also be different diameter pellets. Playing around with weights and diameter will allow the gun to tell you it’s preferred diet.

I definitely won't shoot a thing til we get the neighbors' blessings, if they do have an issue with it, no problem, I will run a hose from my ride on mower and give them the "Gopherschwitz" treatment in their holes.

So your going to get the neighbor's blessings first ? I'd make sure that they aren't antigun first. have a couple of glasses of wine first with them

you might open Pandora's box and not be able to close it . tread carefully Brother. as others have said unless you want to spend enough money
you would be better served using CCI CB Longs or Shorts. and if your using a single shot you can use a file and flatten the tips a little . more killing
power so they say. CCI makes 22 ammo called SGB? small game bullet. not sure if they are loud.

If the OP feels getting the neighbors blessing to shoot is a good idea, perhaps BS is not a good way to build the relationship.

Howdee! We recently bought a small patch of dirt for recreation. Lotsa gopher hills, I would like to send them to kingdom come without disturbing the neighbors. So my needs are quietish with good power I would like to go $400 or less, TIA.

22 short would be better, and about the same volume as an air rifle shooting over 1250fps. I have a Gamo and it's been great. Like I said though, no quieter than a 22 short.
