Pretty much any factory target rifle will get the job done. I chose the Rem700 5r because I knew I'd want to upgrade, and the 700 has the most aftermarket support. The 5r is an awesome shooter right out of the box.
My first bolt gun was an SPS Tactical in .223, it was/is a perfect 600 yard gun.
I bought my .308 at Wanstalls for $1099 and my .223 was <$700 from WSS.

most standard rifle will get you the 1" grp if you know what to look for in a rifle and ammo selaction.
at 500 yards any rifle would do good with decent scope.
even those $200-300 savage will get the job done!
if you dont mind spending few more, rem action or weatherby rifles for my choice.

You haven't specified what budget you are working with so while I endorse the Remington 5R at the lower end of the price range, if you had more money (say $3500) I would pick a Sako TRG. Even more money (around $5000) would get you a new PGW Coyote. Both of the TRG and Coyote are excellent rifles.
