Serial number puts it at made in 1895.

Any thoughts on value?

Oops. Commemoratives had different serial numbers.
Winchester commemoratives were made in the 1970s - 1980s era. Still worth $350-400 as a shooter.
 
H4831 is correct. The first Winchester commemorative came out in 1964. Seeing that yours has been used, its only value is as a shooter. Even as a shooter post 1964 Winchester 94's have less market value than those made earlier owing to a massive restructuring and changes in materials and manufacturing methods at Winchester in late 1963. You might get close to $500 for it if you find someone who likes the "pimp shined" look.
