I have recently started shooting again and have competed in some Club and CSSA matches. I have been fortunate to have access to the Club guns, but its getting to the point where I want my own.
I am not familiar with sporting rifles at all and have no clue what I'm looking at when I'm doing research. Any rifle has to be bolt action, new, 22lr, single shot and meet the guidelines for the CSSA sporting rifle class.
An Anschutz is out of my budget range so there goes the easy answer...

Anyone.. anyone...

Look for a savage, is less expensif of the anschutz, is build in Canada. In savage you will have a lot of choice, bull barrel or not, plastic stock, hard wood or laminate, peep sight , weaver base , regular sight. Sorry I dont really know the rules for the cssa but i am sure they have a rifle it fit on the spec.

Me I had choice a BV (bull barrel laminate stock and weaver base), I had put a basix trigger on it (no accutriger aviable last years) and I am not affraid to challenge my gun with any anschutz and he cost me less, I am proud to have a canadian made rifle on my hand.
 
CZ makes a very accurate rifle in either the Lux, American or Varmint.
Good original peep sights can be had for the lux out of the US. Send me
an email and I can tell you how to get them. With the American or Varmint
you would have to adapt from a 3/8 dovetail.
The easiest way to go is actualy Annie's as everything is readily available
for them although expensive. A used one pops up once in a while if you
have time to keep searching canadian gun sight, but patience is a must.
If "sporter stock" is a must and not sillywet or prone, that makes it a little harder and $$ wise with simple peeps then Savage might well be the way to go. If you can find something like a used Win. 52 Rem. 40 your laughing, as the redfield sights around at some gun shows..
 
I know you mentioned single shot and new, but there are a couple on the equipment exchange right now that you might want to look at. One is a 340 Mossberg with peep sight and the other is an Anshutz 310 with regular open rear sight. Both of these are repeaters though. If you must have a single shot (and new), there is a single shot version of the same one Trigun posted the link to. Just click "single shot series" near the upper left corner of that page and you will see the same model, except MKI instead of MKII.
 
Not sure why the "new" and Single shot requirements.

I don't think I've ever purchased a new firearm in my life.

Although some were darn close to it, and much cheaper for being "used". I recall a Winchester M-70 that was so close to new I doubt it had 50 rounds through it. I paid less then $500 with the scope.

Some of those older rifles are great value.
 
I added "new" to my list because I'm not sure at what I'm looking at. i'm willing to pay the extra just to cover myself with any defects or issues I might have down the road. I am also assuming that as long as you load the rounds by hand, even if the rifle has a magazine it still counts as single shot...?

It's not new but Walther KKM is the way to go. Great gun, usually around the $500 mark. Usually come with good aperture sights but grooved for a scope.
Available both as a single shot and a mag fed rifle.

What is exactly your budget ? Are you sure that an Anschütz is out of your budget ? Just about everybody in the Sporting class is using a CIL/Anschütz 180 or 190. They can usually be found in the $250-$400 range with the Anschütz sights. You can also be lucky and find an Anschütz 1403 or a Walther KKJ-T but as I told you, a 180 will do the job.

Forget about all the other advices: nobody uses a Savage or a CZ in the Sporting class. Keep in mind that the rifle must weight under 4Kg and that the minimum trigger weight must be 1000g.
