My interpretation of the wording could very well be incorrect, but could you explain why both (b) and (c) refer to "brazing or any other similar method" while (c) further goes on with "... or by applying a permanent adhesive..."? To me, the intent was to draw a distinction between what is approved for metal-bodied magazines (a heat-based bonding method) and what is approved for plastic-bodied magazines, where it is acknowledged that a head-based method may be impossible, so leeway is granted to use epoxy.

Why the need to distinguish metal and non-metal (plastic) magazines if there is no difference in what is permitted for use?
 
Truly amazing! Shouldn't the companies that import these (and have permits to do so) be on top of this? The follower mods of the form in the original post are common and are, I assume, done at point of origin as they come out of the crate packed in grease like that. On the surface it appears to be a nice, elegant solution to the problem. If it's not adequate a quick additional mod would be a small rivet throught he base plate hole that doesn't allow the mag to be opened without drilling. Surely that would be as good (legally) as the old rivet through the side approach.

Screwing up a magazine by limiting it to five rounds is one of the most IDIOTIC ideas thought up by do-gooder MORON politicians. Apparently they think you can't reload!:rolleyes:
