Anyone know a good smith who can pin on a low profile block? Hopefully in western Canada.

That block should not be pinned on in the first place. When gas blocks are pinned, the the holes are drilled as the block is put on, if the holes are already you can't properly fix the block omn the barrel. Much better to use set screws.

That is a Vltor Style block . Noveske uses these blocks and pins them ...as they should be.
You can purchase a jig for this exact block from Rainier Arms
If you don't think you will ever pin another Vltor style block, then you need to dimple your barrel and hold in place with set screw BEFORE pinning
Some barrels, like the WOA , Noveskes etc come pre dimpled so ligning up gas port is idiot proof
Once this is done, anyone with a milling machine can pin this for you
BTW - all Noveske barrels come with one set screw ( for the reason mentioned above ) AND pinned.
