might try a 45-70. not sure how bad it will kick for her. ive only shot the blackpowder 45-70. dont know if the new smokeless ones are more or less kick. and 45-70 is good for pretty much anything up to buffalo.
 
Keep the 30-06 and try Remington's "Managaed-Recoil" loads. They are amazing in 300 win mag. Makes a bolt action 300win mag feel like a .308 semi. They are also deadly accurate..

My thoughts are the same as Gibbs and Yuke..

Give the 6.5 Swede a look... availability of ammunition in premium bullets may be your only limitation - unless you reload or can find a Norma distributor...
 
1st off maybe look at shoulder pad, that will help alot 2nd limbsaver makes a great recoil pad that tames even the big bores down, look at some other threads , 1 CGN took a bull moose over 300 yards with a 7mm-08 nuff said and we all know the 6.5x55 is a great moose slayer, if she is still having issues get a muzzle break put on the rifle as well
 
A nice rifle in .308 with a good decelerator pad will be easy to take in terms of recoil and will take down anything in North America. And you've got a universe full of rifles and loads to chose from.

I'd double that.

The thing is to practice with lighter loads. When your shooting in a hunting situation ,you dont notice any recoil(or at least I dont)
 
There's nothing wrong with a 7mm-08 for moose.
Hell, my father uses .270 for moose. He loves the calibre and won't use anything else.
 
6.5x55, 308, 7-08, 7x57, 8x57, 270, 30-06...depends what your definition of low recoil is. 308 or 7-08 would be just dandy, with the nod to the 7x57 for nostalgia.
