We trap pigeons at work, you can buy a small one for maybe 50 bucks.

Fair enough. What needs to be done to a pigeon in order for it to remain grounded long enough for a dog to flush it? Pigeons are very different than upland birds.

Cage with a hatch at the top for removing trapped birds. Have a few openings at ground level around the perimeter. Enclose the openings using small pieces of wire and make eyelets at the top of them to attach to the cage. The wires create a swing curtain to allow birds in and not out. Bait cage with seed. Seen this used and in cement plants and they fill with birds everyday.

Scooping up birds at night is another tactic. Usually lots of climbing.

Flashlight and a big fishing net. Barn at night time and scoop them up. Try under low railway tressles or bridges also.
