I dont really measure it. I just add a teaspoon or so, close the lid, and lightly shake. Test it on a case neck. If the graphite seems to "lightly" dust/coat part of the neck, good enough. If you use too much you just make a mess. No harm, no foul.
If you dont use enough, you get more resistence to sizing and especially the expander button. This can cause case runout.
Try it, and you will get a feel for it.
