New to this reloading business - if I'm not using a case cleaner (tumbler) what is best way to lube/clean neck? I've just been using brush with a trace of rcbs case lube 2 on it thus far for the job? Is there a better way or should I just get a cleaner?

getting a cleaner is best , but at minimum use a nylon brush to scrub . Then try and get yourself some Imperial neck sizing lube ( Redding ) I think it is just graphite in a aplication media container, but it works great and is not a hastle or messy to use! Also being that smokeless powder already has graphite in it , it will not contaminate your powder charge in the case if you choose not to clean it out completely. Just my opinion and YMMV.

I agree with blaser.306, I also use Imperial Dry Neck Lube in the Imperial Application Media like in the picture below.

I use a q-tip and whatever lube I have on hand... usually redding sizing wax or the lee stuff. A little seems to go a long way. I like the look of that dry lube as mentioned ^^^. Slick, easy, and clean.

I use powdered graphite on a case neck brush, one dip in the container of graphite will do several cases. I found a 1lb can of grapite in an old shop we bought, should last me and my great great grandchildren.

Just use a small cleaning patch and place it over a smaller dia. brush. Place it into the neck and give it a few twists, however get a brass cleaning machine so you don't have to do this procedure. I do this one by one on the opposite end when picking out the little kernals of media from the flash hole.

As mentioned by Canadian_zuk, a film canister filled with small lead shot and a little graphite works great!

I use number 9 shot. And add some powdered graphite into the shot. Put the cap on, and shake to coat the shot.

I prep a fired case by giving the outside a wipe with a solvant moistened rag, pass a nylon brush through the neck 2-3 times, then dip the case neck into the "shot/graphite".

Neck size, and you will notice very little friction on the expander button as it resizes/expands the neck to final diameter.
I pass the nylon brush through the neck one last time and its complete.

I like using this dry Graphite as it is easy to clean up, (when mixed with the shot in the canister) it ensures that too much graphite isnt left inside the case neck. It applies the graphite nice and evenly.

I have always got away with just giving the outside of the neck a twist with a piece of 3M abrassive cleaning pad and a couple dry in and outs with a tight fitting brush to the inside of the neck.
The odd time the expander button seemed to be working unsmooth I would give one case a roll inside and out with the RCBS die lube and continue dry after that.

How much graphite would you add?

I dont really measure it. I just add a teaspoon or so, close the lid, and lightly shake. Test it on a case neck. If the graphite seems to "lightly" dust/coat part of the neck, good enough. If you use too much you just make a mess. No harm, no foul.
If you dont use enough, you get more resistence to sizing and especially the expander button. This can cause case runout.
Try it, and you will get a feel for it.

In the automotive section, it's used for locks and ignition switches.

X2. Until just lately, a Q-tip with a touch of Imperial Sizing Die Wax has been my mainstay, for years. For the last while now, I've been going with giving the case neck a quick dip & twist in shallow container holding about 1/4" of fine powdered graphite. So far so good. I picked it up at a local auto parts supply shop, a 1lb tin and as has been mentioned, there's enough there I can pass down to last a 'few' generations.
