Suggest you post on a luger forum site for really accurate information. It looks as if the numbers do not match, and there has been additional numbers added to the serial number on the frame. If the barrel is original then it will be a prohibited handgun.
I'm on my phone, so can't see very well. Looks like a S/42 pre-war production. The "droopy eagles" are pre-Nazi iron eagles. As stated, the numbers don't match, so that hurts the value.
This would have been issued to the Army.

i dont know much about these, but it looks like a complete miss-match pistol. if it was correct, the parts would be all stamped with 2455 or just 55. not 76 or 15.
if it were police issue i think it would have an L next to the bird like on the P38's but im thinking of Nazi era.
Thanks for the info thus far fellow Gunnuterz. It is definitely prohib. He said he searched the Web and found nothing pin pointing to any of the markings. Could also be a commercial or civilian model?
