m1 carbine now restricted ? or no?

"...have a registration certificate from before the change that says the gun is non-restricted..." The Carbine was declared evil in 1978. Long before there was such a thing as a registration certificate.
"...should he worry?..." Yep. There was no registry in the '80's. However, the rules changed with the enactment of the Firearms Act in 1995. Barrel extensions, flash hiders and muzzle brakes don't count as part of the barrel length. It has always been up to the firearm owner to know the law. If your brother has a registration certificate from the '80's, he had it registered as a restricted under the old system. He was supposed to have re-registered it. Up to him to know about it though. The RCMP destroyed all their records when they decided not to deal with firearms away back when.
"...converted to pump-action..." They can be converted to a straight pull bolt action too. Requires replacing the gas piston with a solid plug. Said plug would have to be made on a lathe.
