does anyone know the cost of restoring a m1 carbine at say, Vulcan gun refinishing.

It depends on the scope of work. Re-parkerizing is comparatively inexpensive, but re-barreling is more. Vulcan does excellent work and are fair with pricing. Send Nick an email and tell him what you need.
