M1 Carbine: restricted or not?

Yup. Barrel length it is.

Definition of a Restricted Firearm


According to the Criminal Code, a restricted firearm is:
  • a handgun that is not a prohibited firearm;
  • a semi-automatic, centre-fire rifle or shotgun with a barrel length less than 470 mm (18.5 inches) that is not prohibited;
  • a rifle or shotgun that can fire when its overall length is reduced by folding, telescoping or some other means to less than 660 mm (26 inches);
  • any firearm prescribed as restricted (including some long guns).
The original USGI M1 Carbines had an 18 inch barrel, so they were restricted because of this. Since that was the only reason for restricted status (they weren't specifically named by Order in Council as a restricted design), some people have re-barreled them to over 18.5 inches, and some commercial models were manufactured with longer barrels, which allowed those particular carbines to be non-restricted.

Barrels were available here but are no longer exportable from the US. I found one just in time and had it installed on my m1 and changed status with CFC Really sucks we cant get parts like that now, I hope this changes in the future but am not counting on it.
