A M1 carbine that was unrestricted with a barrel extension back in the "day" when that was the way to do it. Is it still legal? Since it has already been de registered is it grand fathered.

No, it would be considered restricted today.
 
Not legal, unless the extension is continuously rifled from the chamber to the muzzle. In other words, a sleeved GI barrel where the sleeve is 18.5 inches or longer would be legal, while a 0.5" stub welded or soldered to a GI barrel is not.

Back in the day, the RCMP looked the other way for a while and people were sweating on a piece of pipe to the muzzle to get to 18.5". Then they ruled it had to be rifled, so some people would get a piece of 9mm rifled barrel and sweat that onto the end. This was then ruled against, and finally they settled on continuous rifling. I can;t remember the details, but I believe there was a court precedent.

Remember, the whole 18.5 thing was originally selected specifically to restrict the M1 carbine. There were too many in-country to prohibit it without political fallout, and it didn;t fit the "evil black rifle" mould. It had no pistol grip and most had no bayonet lug, but there were a couple famous M1 carbine incidents, the best known being when Patty Hearst used one to hold up the Sunset District branch of the Hibernia Bank at 1450 Noriega Street in San Francisco. The "restricted by name" thing was not yet invented for the AR, that came later after it was initially selected to be prohibited, but the DCRA protested the draft regulations when published in Hansard.

Bottom line, is you need a barrel that was either sleeved completely with an 18.5" or longer inner barrel, or a barrel manufactured 18.5" or longer.
 
Well that sucks. I have a line on a universal m1 with extension. It's serial number is fairly low. It's 21### and I believe they started around 18###. Could be wrong. So I guess I'm looking for someone to re barrel it if possible. I understand universals are different and require a different barrel. Is there anyone that can do it?
 
It REALLY depends on the universal. Best to post pics of it. Some Universals are all USGI except for the newly-made receiver, while others are a totally different design.

Bottom line is I would own a Universal that is USGI interchangeable, but I wouldn't lower myself to own the later non-compatible ones. they have a very poor reputation.

In 1967 beginning with serial number 100,000 Universal Firearms implemented a major design change to the carbines they produced. The design had been patented by Universal and the majority of parts were no longer compatible with their GI counterparts. The design change was significant enough that the carbine it produced was no longer an "M1 Carbine".
 
Does it have two recoil springs?
Is the cam track that rotates the bolt cut all the way through?
If so, you have the late model, which is quite different from a M-1 carbine, and which does not have a good reputation.
 
By the way, if it's the GI style rifle and not their later stuff. Nick at Vulcan Gun has new 18.75" criterion barrels and installs them. This is perhaps the best option. Several other guys on CGN can also hook you up with a re-sleeved GI barrel that is legal at 18.5" plus, but it would not be as good as a newly manufactured criterion. Depends what you would want to spend. Criterion will be in the $400 range, installed and headspaced, while sleeved will be in the $300-350 range installed and headspaced.
 
That extension pic, is one of the neater things I've seen on here. You hear alot about them.

There is no grandfathering for M-1s which have had their barrels lengthened by an extension (apart from those with installed liners).
You may well have what would be considered to be an unregistered restricted firearm.

A new barrel would be best.
