M1 carbine...what's the story?

"...It is exempt:..." As mentioned, an M1 Carbine is not an M1 Rifle(aka the Garand). It has been restricted since 1978. Rumours, at the time, said it was because the bike gangs were using carbines for their assorted criminal activities.
The issue 15 and, of course, 30 round Carbine mags themselves are prohibited devices unless pinned to 5.

Allen Lever sold many 100's of 20" military M1 carbines, inlands,rockola's winchesters etc. I bought some and they were in vg/exc condition with original wood. The other model is the plainfield/iver johnson m1 carbine with 19" barrels. The problem with adding 20" barrels is the press fit of the original. You break about 1/3 of the receivers putting them on. Thats why he did do that many!

M1 carbines have threaded barrels....why would replacements be press fit & pinned I presume?

Seems to be a mix-up of fact surroundiing re-barreled M1 carbines and Norinco SKS carbines (who's pressed-in barrel in a threaded reciever issue has had ample discussion)
