The more I read about this the more a start to believe that the enbloc could be the culprit

Take note which way you load the Clip in , and which side the top cartridge is on - left or right.. If the rifle baubles the 7th round , load the next Clip with the top round on the other side.

Is it possible he has some .308 parts in there? (I'm assuming this is a .30-06) (are the magazine parts different) or is it .308 with a missing spacer?

There is no difference in parts. A optional spacer can be installed bit 308 Garands work fine without them
