Target shooting? Use 168 grain match bullets and IMR4064. IMR4064 seems to give better accuracy than IMR4895.
A 165 or 168 hunting bullet with the same powder will do nicely for any game.
The M-1 Rifle was designed to use .30M1 ammo with a 174.5 grain BT bullet at 2647fps. .30M2 ammo, with a 152 grain flat based bullet, came along in 1939 and its muzzle velocity was subsequently increased from 2700fps to 2800fps in 1940 to match the ballistics of the .30AP ammo.
