Whats this, who put it in?

The Danes put in there...relating to zero of the rifle, etc.
There should be a serial number on the label theoretically matching your rifle.
Cheers

Here's a translation of the sticker:

More specifically, it gives the number of clicks (elevation and windage) from the "bottomed-out" state to the "battle sight zero".

The serial number should match the one stamped on the buttstock, which if it's an original Danish birch/beech stock, should match the serial number of the rifle. Of my three Danish Garands, all have the sticker, but only one of these stocks has a serial # matching the rifle. The other two have USGI stocks, which may have been replacements from the surplus Garands that the US sent Denmark, or they may have been mismatched when the rifles were exported.
