Any one know what the flip-up butt plate is for?

It's a heave piece of steel. I remove it from my M14, now the rear end is much lighter.

yea, it's to steady the rifle, esp during f/a fire- it also helps, i've found dueing semi-auto fire-just flip it up and dig your shoulder into the one with the little door

Well reloading with your strong side hand with the buttplate open is so much easier then reloading without it as you don't lose your sight picture.

Left hand in sling supported position and right hand doing the magazine changes if your a right handed shooter. Try it with the butt plate hinge open and letting it rest the rifle on the shoulder. :)

I find the extra weight... what little there is of it... helps balance out the rifle. Especially with a chu-wood or USGI f/g stock on it.
