sorry i tried the search and couldnt find this, tho i'm sure it's here somewhere. why are the norc M305s legal and the usgi ones illegal? and ya, i know, there's no logic involved sometimes in the regs, but seriously, what do you think the rationale for it was, even if it was flawed?

The US military M14 had select fire capability, with a small kit of parts it could be made into a full auto firearm; the Chinese M305's are missing bits on the receiver that the full auto kit would attach to on an M14. If this makes sense to you.
 
To own one of the Converted Auto or USGI versions you need a 12.3 permit. As mentioned the M305's don't have all the parts to easily make a full-auto.
