m14 restricted or non??

Non-restricted, but only if you're talking about an M14 clone like the Springfield M1A or the Norinco M14S/M305; anything that was built as an actual M14 will be prohibited, either as a full-auto or as a converted auto.
 
the supply of REAL m14s is about dried up anyway- the closest you're going to get is either an m1a or a norinco 305- or maybe getting something custom built- they quit production in 63 or so and most have been at least seconded to other countries like haiti, israel, lithuania, etc- the last real ones to get into this country were israeli suplus back about 1990 or so- once they revert back to regular rifles from prohibited status, they'll be worth a small fortune
