Well I bought a really nice Norinco M14 this summer at epps, used but nice shape and with a USGI stock. Today was the first time I was able to shoot it, and It didn't once cycle a shell. It didn't even try to eject or jam or anything. The action simply does not budge when a shot is fired. What is the problem here? Gas system turned off? I bought an M14 tool the other day by chance so I may need to use it by the looks of it.

Located at the front of the stock, right hand side. You may have to push it in to rotate it

Turn it a few times I found I had to spin it a while before it started to cycle then when it was open enough it would work fine. Depends allot on the ammo you use as you can fine tune it for that ammo

You have a gas system issue. Any carbon on or around the front sight? Carbon there would indicate a block gas hole. You should be able to see it with a regular field strip. Look there first, then look at the front sight assembly. If it's canted, the gas hole is being blocked by it. Might be the whole barrel.
Like haha49 says, what ammo are you using? Shouldn't be an issue though. Unless it's improperly loaded handloads.

Is the piston sticking out of the cylinder as it should... Or did it get put in wrong
For the gun to fire but the action doesn't budge.... As in bolt and oprod don't move to the rear when the gun goes bang... That"s no good at all. Either your gas piston is stuck or installed incorrectly, or your barrel's gas port is blocked or plugged or you have a serious problem elsewhere such as bolt jammed shut do to a receiver related problem.
If you bought it at Epps, send it back for Doug to have a look at it. I'd do that before trying to diagnose the problem via us experts on the forum

When you rack it does it sound and feel real crunchy...(lol best word I can use to describe it). I had the same issue with mine...turns out the roll pin in the op rod guide was out and it was sliding instead of staying in place. Its that little pin that goes in there. Check that out....hope it helps...
I have the same problem with my Shorty. Intermittent. Does the outside gas screw actually open and close anything or just go round and round. Tried several settings and sometimes it works ok other times it doesn't. My gas plug looks clean and seems to move back and forth. Beginning to regret trading my old long one which worked flawlessly for this not so great shorty.
