Are there any options for upgrading from the carry handle upper besides k&m in arizona? Their site says they don't ship internationally.

You could always pick up the M17C now that it has an FRT...

Buy a pre kitted bushmaster off gunbroker instead of the manufactured K&M one

It will be used, but you'll easily save at minimum 1k

They pop up for sale almost weekly

I have a m17s myself and as far as I can find K&M is likely the only one
However IRG will import the charging handle and rail for you if you don't mind paying the 250 import charge
