M1A - M14 stock import question

Sorry if this has been put here before, I had a hard time finding the answer to this.

USGI M14 stocks are restricted from being exported out of the states due to their customs laws am I right? But a M1A stock is fine to get shipped up here as long as it's under $100 bucks then there is no need to get import papers?

Point of clarification. Did Canada customs turned them back? Or was the package intercepted by the US authorities? If the Canada customs side did, then it is a different problem..ie import vice export....

The U.S. State Dept. restricts the export of military issue M-14 parts. No matter what the total value is. The M1A isn't and never has been, military issue. Canada Customs doesn't care what U.S. law says or what a part is as long as they get their duty and taxes.
