M1 carbines in original configeration are restricted due to the 18" barrel
so adding the folder makes it shorter you cannot make a restricted firearm banned by making it short
folding stocks are 100% LEGAL for you to own and use on an m1 carbine this gentleman was talking out his a$$
I have 2 original m1a1 carbines quebec would NOT have a different firearms law as firearms laws are federal
bottom line you CAN have the m1a1 folder
