I have a pre 2007 Norinco M305 that has the exact same markings (minus the 2009). It says M14 on the side and not M305/M14S as the other ones I have seen.

I just picked one up from (of all places) Canadian Tire in Red Deer, They had 12 more Poly's in Black Syn. in stock and some Camo as well. $549 and there is a Canadian Tire in Calgary carrying them as well.
