First off, almost zero AR15 iron sights are adjustable for elevation at the rear. All elevation adjustment is done to the front sight post. If there is an adjustment wheel there, it is likely a bullet drop compensator. Like this:
Second, in my opinion, it is always a good idea to have an iron sight on your rifle. Batteries fail, optics break, may as well back it up.
If you are thinking about rear sights, may as well choose the most versatile. Always think about the future. You may want a lager optic for longer range shooting. The folding sights can allow the rear of a magnified optic to extend over top and still remain attached to the rifle. Then, if there is a need the optic can be removed and the iron deployed.
The non-folding designs are limited in that if you wish to use anything other then a single power optic, you must remove the sight from the rifle, and re-attach it when you need it. As well, if your sight is always up, you will always have that iron sight cluttering your sight picture. Some guys like it others do not.
Lastly, if you are going to skimp on costs anywhere, don't do it on sights! They are a critical part of the rifle. Save and buy something good, even if it is just going on a Norc.
