I use larger dowel, taper one end so the spring does not get caught up on it, and glue a larger "head" on it that sits outside the spring. The head goes between the cap and the spring keeping the dowel from sliding end to end. Not unlike a normal old wooden plug that came with some shotguns.
When the mag is loaded,the dowel will have a lot less room to rattle around. Mossberg's have a 1/4" dowel plug from the factory and they do rattle if you tip the gun from down to up (or the opposite), but once you load 2 shells in there, they stay pretty quiet.
wrap some duct tape around the center of the dowel large enough so it just slides into your tube. This will suspend the dowel and prevent movement.

use a roll of duct tape and wrap it around the center of the dowel so its just tight enough to slide the dowel into the tube. Now the dowel floats and wont be able to move.(just one of the 2000 uses for duct tape)
