Magazine rivet issue (Beretta 96 .40)

On one of my beretta factory mags, the rivet is catching on the magazine spring and binding up, causing it to lock up tight at about 8.5 rounds, and now the follower doesn't run all the way and doesn't catch the slide lock anymore. Is this an issue with the rivet location, the length being too long, not long enough?

Is there a legal method to configure these to internal blocking, I only need to reduce the capacity by one round (11 round magazine).
 
Any chance that turning the spring around would help? First thing I can think of.
Next would be looking to see if the rivet is excessively long or has a burr on it that's catching the spring.

Some one else will have to speak to other options for limiting the capacity.
 
Solved it. It was the position front/back of the rivet. Very weird design of the magazine and follower.

I often do my best thinking at 10:30 on a Sunday night after a few beers.
