Is there any law, rule or regulation against having a detachable rifle magazine (3-shot) sent from USA to Canada?

No need to be a licensed exporter. Yes he can. Those are legal mag in Canada. You can purchase up to $500 of gun parts, mags without needing or buying from a licensed exporter.

The magazine is legal in Canada. That is irrelevant to US export.
The $500 cap applies to US exporters for items that do not require specific export permits. Like magazines. A $100 barrel requires a specific export permit, so the $500 cap doesn't apply..

Well thats all confusing...so...yes or no....

Can a non-licensed exporter, just a friend, send me a three-shot rifle magazine from the USA?

Same as buying and bringing back ammo from USA, CBSA says 5000 rounds is OK, but exporting from USA will get you in S.HIT

Yes, he can.
But he will be violating US federal law if he does.

Check your facts. We can export up to $500 of gun parts..no permits or export doc or us exporter.
Got a lot of gun parts, handgun barrel with Compensator, mags, sear, triggers ship by mail and through CBSA and absolutly no problems, and this from numerous sources.

For company not shipping in Canada, I use a freight forwarder and pick up the goods at the border. ( living 1.5 hours away). Fully legal.

Just ordered 10 mags from Brownells..and the products they sell are not from a licensed manufacturer exporter.

So you can wave the rule book as much is you want, this is how it work now, and it’s fully legal, both side of the border.

If it’s parts for guns sold in Canada to consumers, most likely there will be no restrictions and the $500 apply. For over $500, export permit is required. Of course this does not apply for a machine guns parts, suppressors and the like.

But for the OP hunting mag..go ahead, just get it.

Brownells is a licensed exporter. There are goods they can and will export, others they cannot and will not. Others that they will export after they have received Canadian import documents.
What you got past CBSA is irrelevant. CBSA is content to collect the taxes. They have nothing to do with export from the US.
Don't know what you mean by "We can export up to $500 of gun parts..." We aren't exporting anything.
