From the CSSA newsletter today:
A member has brought to our attention that the Canada Firearms Program website contains a "Mail-in Transfer" form to enable people to transfer Restricted and Prohibited firearms by mail.
This has been successfully used recently to transfer firearms.
If you cannot get an answer from the government 1-800 number, this form can be used. The RCMP has confirmed that transfer applications received before the deadline will be processed.
NOTE: Send the form by Registered Mail – Signature Required. (This will prove it was received)
