I tried both methods up at the range a few weeks ago, and I really prefer the method with the tab at the top.

Fast and easy.

I've got a quicker method. Stick middle of clip in bolt cutters and cut them, be sure to make sure that the clip/bolt cutter is in between your feet or else the two halves will go flying everywhere. Step 3 take them to the bench grinder and take the nasty burr off of each clip. Takes me about 30 seconds to make 2 clips.
