making a short shotgun barrel

ok from what i understand you cannot cut a barrel down to bellow18.5 but you can buy a manufactured one that is 12.5.could you make your own 12.5 as long as you made the whole barrel out of stock steel?if you are allowed to make your own can you make it any shorter than 12.5?please let me know.so many things I want to build but the laws frusterate me and I don't want to do anything wrong

Nope.
Unless you are a registered buisness with a license to manufacture firearms (or something like that) could you "Manufacture" a shorter barrel.

To clarify as well... the 12.5" thing is only for Non-Semi shotguns (incase you were thinking of a super shorty semi-auto shotgun)

So if one were to spend the $1000 to get a manufacturing licence would he be able to re-manufacture shotguns barels to any lenght he or any of his friends and customers wanted?

You can not re-manufacture. You must make make them your self.

i.e. you must make them out of steel bar. But I wonder if you could use steel tubing....
