Its been the opposite in my experience (ie ammo loaded less hot to get as close to the lower limit of power factor as possible), hence why there is minimum power factor in IPSC and chrono testing.

Agree. They shoot softer, less recoiling rounds. Their guns are tailored to the underpressured ammo is my understanding.
