Mandatory refresher before R-PAL

Yah the person I originally spoke to on the phone was the PAL instructor and he was mis-informed., the R-PAL instructor called me a few hours later and told me there is no issue. it was a just a bit of a panic on my part when I was told I couldn't do it.
 
if you don't have a rpal, you have to take a rpal course to upgrade to a rpal. the challenges went away about a year ago that applies to the whole country

As others have said, about a year ago. Actually last July it took effect but was part of C-42. No more challenges you take the course or you take the course.

.... and if you fail you must re-take the test within one week or you do the whole course(s) again.
