I am unclear how this works. I had previously assumed that a non-draw moose tag was like a deer tag - you walk into the vendor and buy one whenever they're there.

In the regs I notice a line that says you can trade an unused moose tag for a new moose tag but you still have to pay for the new non-draw moose tag. Something is telling me that buying a non-draw moose tag isn't as straightforward as I had though - clearly there has to be some incentive to trade in the tag if you still have to pay for it - like perhaps eligibility...

Does anyone know how this works?

I also notice that the conservation package (two hunters one tag) makes reference to the non-draw tag. Can two hunters purchase a conservation package by just walking in and doing so? Or would they both have to apply for the draw tags and then - if they don't get lucky - trade that unused draw tag in for a non-draw tag.

Next year I and a buddy would love to go up north of Thompson and hunt moose. I had previously thought the tag (for area 9) would be a matter of purchasing it at the time. If we need to apply for a draw we need to know in advance - and this tool me by surprise when I read that about trading in unused tags.
 
Because you are only allowed to shoot one moose per year, you must trade in your unused draw tag so they can see that you didn't tag an animal with it, in order to purchase a non-draw tag.

You can buy a single or conservation licence over the counter for area 9.
