Mares Leg Question

I tried searching but couldn't find the info I need. Is it legal to make a mares leg rifle out of a regular sized rifle, or does it have to be already made that way? It seems to me that a .44 mag or .45 colt mares leg in a holster would be an excellent wilderness carry firearm.
 
If its made from the factory with a 12 barrel then its legal. If you cut it to under 18 inches it is now restricted and must be registered as such. Makes sense? Didn't think so but that's Canada lol. When trying to understand Canadian gun laws I find it better to smash my head on a brick wall a few times instead. The headache is much less doing that.
 
American law is even dumber when it comes to mares' leg carbines or rifles with barrels under 16". A factory made rifle is considered a handgun if it came with a shorter than 16' tube installed. If one were to recreate a Winchester "baby carbine" with a shorter than 16" barrel, then one has to not only have it Federally registered, but they also have to pay a $200.oo tax on each rifle to do so. Total crap.

I think it's worse than that. I think if you yourself shorten a barrel to under 18" or 457mm then you have a prohib on your hands. You can however have a barrel manufactured to less than that length and if you're over the 26" OAL rule then you have a non restricted. Like putting a 12.5" Dlask barrel on an 870.
 
I looked long and hard to no avail to get the 12" trapper version of the marlin 45-70...so I ended up buying the 1895 GS. I talked to a gunsmith about the same thing and he explained to me that he has to make a custom 12" barrel to make it legal ...to cut a factory barrel is not legal..

He quoted me for a custom 12" barrel installed, remount front sight ramp, threaded for a brake/redirector, crowned...and cut mag tube back -1 and re-dovetailed.....650.00 blued,750.00 stainless.
And it will be perfectly legal and non restricted.......the work will be getting done in short order...
