I finally had an excuse to get my old 89 out of the vault and remembered your post so I took the opportunity to take a couple measurements for you. the only thing I can see that would cause the bolt not to move "full stroke" is if the knobby end of the lever that fits into the bolt is worn a bit.
The end of the lever on mine shows no wear at all, factory edges are still sharp and flat and it measures .432 across the top. Mine is a 38-40 (under 41 thou ser #) but the opening should be the same as yours, when fully open, measuring from rounded end of the bolt to the rounded cutout in the frame is 1.729.
The lifter on mine stars upwards immediately that the lever starts to move the bolt ahead, no hesitation at all. the lifter comes up and stops about a 1/16 of an inch under the chamber opening and doesn't retract until the lever is almost fully closed.
Dave is that a new finger lever or an old take-off, mine as perfect as far as wear goes but some previous clown took an engraver pencil to it...figured it needed a name and sin #...
