Doesn't really say where these were found. I presume England someplace.

I'm thinking that either they where collected at a range someplace else and used as ballast or or sinkers of some sort. But as you mention you would expect a lot more deformation.

Otherwise the "range" was at the beach and the "backstop" consisted of an empty expanse of ocean. Long range practice at floating targets.
 
Fired into snow would explain the condition or even over snow covered ground like long range practice, I have no excuse for the beach part. But in England, they could be part of long ago training almost anywhere.
 
A beach is a nice long stretch of open safe land on which to take target practice for volley shooting, and you could see the bullets kicking up sand.

Of course, they aren't necessarily genuine, I'm just saying it's not out of the realm of possibility.
 
Probably shot into water and either washed up on the beach or shot close to shore at high tide. When I was a kid we used to dig up all sort of slugs from a rifle range on the point that sticks out by Dallas road, in Victoria. The berm has now been bulldozed flat and the area made into a park.
