if I do so please move it to proper one.

My question : Why 1896 MAUSER C96 pistol is still restricted?
Is it because is semi auto or other reason?

It isn't. There are some that are manufactured before the cut-off date that are actually "Antique", but they are few and far between - and let's not forget expensive like you wouldn't believe. I have seen one in the EE over the years. There were 8 or 10 at a Bud Haines Auction in Red Deer about 10 years ago. They are out there.

If they were manufactured after a certain date they are either Restricted or Prohib depending on barrel length.
