Mauser locking screws?

Those are the action screws. The locking screws interact with them
To keep them From backing off.

Locking screws are not essential for the rifle to work.
 
Most of the K98's I have seen (even matching rifles) the locking screws will not screw in when the guard screws are tight as they should be for shooting due to wood shrinkage over time.
 
There are thousands of RC K98s out there without those screws that shoot just fine. There are also thousands of hunting rifles out there that also shoot just fine without them along with millions of other bolt action rifles that never had them either.

The reason they were there was to stop over tensioning the screws in the field. How well that worked out has never been verified to my knowledge.
