well have you personally shot this rifle before ? or is it new to you? chances are it could be the wrong length firering pin. or the firing pin tip is broken off. can you post pictures of the fireing pin? and what is the fireing pin overall length ? can you post a picture of the front of the bolt also?
She needs to go another quarter turn. Bolt sleeve should be inline with bolt handle (figure 6 in link below).
Take it apart, reassemble with safety lever in middle position, screw on bolt body until it "clicks" into position.

put the cocking piece on the firing pin .drop it in the bolt in the fired position . it should protrude out the fireing pin hole ? then take the cocking piece off and drop the firing pin in again with out the cocking piece. does it protrude?
