I've got a 22 inch barreled .243 that I'm reloading for and I want to get my 100 grain Nosler partitions up to 3000+ fps safely. I've noticed that in all of the recipe books, they use a 24 inch barrel. Where can you get recipes that take the 2 inch shorter barrel into account and/or how can you safely work up 'hot' loads?

Any advice appreciated.

Use the same data and the same work up procedures. Your velocity will be reduced about 100 fps. I doubt a deer would know the difference between 2900 and 3000.

Choose the right powder in the range of 4831.
 
Maximum pressure is maximum pressure in any reasonable length of barrel, and max. loads developed in a 24" barrel should not be exceeded in a 22 inch barrel. Powders that give maximum velocity in a 24" barrel will almost certainly produce the maximum velocity possible in a 22" barrel. There will be a small velocity loss due to the shorter barrel, but it will be irrelevant to the actual performance of the load on game.

This is quite true, in practical usage.
You can get surprises, though.

I at one time owned two #1 Ruger single shot rifles in 30-06.
One had a 26" barrel [#1B], the other a 22" tube [#1AB]
With exactly the same load, [5X grains of IMR 4831] the 22" barrel was consistently faster by 80fps than was the 26" barrel.

It is hard to explain this phenomenon, but it does occur.

Before anyone says that pressures must have been different
in these rifles, adding 2 grains of powder to either rifle's load
showed similar high pressure indicators, so it becomes somewhat
of a mystery.

FWIW, you should try Reloder 17 in that 243.

243 win @ 3000

Yup the reality is you don't need it, hunting or target with a 100gr bullet travelling at 2900 or even 2800 will get the job done just fine. Bullet drop @ 300 or 400M will be minimal at the slower speeds.
Eagleye SHORT barrel faster than long barrel, it either had a tighter bore or "(YOU DIDN'T clean it)" to push up the pressure for the higher velocity.

If there was such a load as you are seeking wouldn't it make send that the load manual would list it in a 24" barrel at an even higher velocity?
